Aster DM Healthcare commits AED 1 billion to UAE expansion by 2028
Aster DM Healthcare will spend AED 1 billion to add bed capacity and 25 primary care clinics in the UAE by 2028.
Capital allocation for growth
Aster DM Healthcare announced an AED 1 billion investment to expand its infrastructure across the United Arab Emirates by 13 February 2028. This capital deployment increases bed capacity in secondary and tertiary care hospitals and adds 25 new primary care clinics to its network. The firm aims to capture market share as patient volumes increase under the Dubai Health Authority (DHA) and the Department of Health – Abu Dhabi (DoH).
Market competition and facility targets
The UAE healthcare market experiences consolidation as operators pursue scale. Aster DM Healthcare competes with Pure Health and Medeor Hospital, both of which recently completed facility upgrades. The board confirmed this strategy during an earnings disclosure on 13 February 2026. The expansion includes these specific objectives:
- Allocate AED 1 billion for UAE growth over 36 months.
- Open 25 new primary care centers.
- Add specialized surgical suites in Dubai and Sharjah facilities.
- Integrate digital patient monitoring to meet Ministry of Health and Prevention (MOHAP) benchmarks.
Financial strategy and executive oversight
The project follows the company's divestment of its India business, providing the liquidity to fund UAE growth through internal cash flows. COOs must manage the integration of new clinics while maintaining compliance scores required by the DHA. The firm expects the first wave of new clinics to open by Q2 2027.
The investment reflects our conviction in the long-term growth of the UAE healthcare sector, driven by a growing population and rising demand for private health insurance, said Dr. Azad Moopen, founder and chairman of Aster DM Healthcare.
Regulatory risks and milestones
Operators track how this supply increase affects reimbursement rates. As capacity increases in Dubai and Abu Dhabi, competition for insurance network inclusion intensifies. Aster DM Healthcare must align its new facilities with DHA mandates for electronic health record interoperability and physician licensing. The company will break ground on the first three hospital extensions in September 2026.
